Maryland First-Time Homebuyer Programs by County

Compare Maryland Mortgage Program assistance and county homebuyer programs from Baltimore and Towson to Prince George’s County, Calvert, Charles and St. Mary’s. Current funding must be confirmed.

Maryland programs are layered: a statewide mortgage option, possible county or city funding, and any qualified employer or nonprofit assistance. Many benefits are second mortgages rather than free grants. First-time-buyer definitions and layering rules vary by program.

Current funding caution: MMP's September 28, 2026 directive states that MEDPAL and HomeAbility funds were fully committed, with existing reservations honored. The Montgomery Homeownership Program also issued a closure notice in September. Do not market these as open without checking the newest directive. Official MMP directives.

Frequently Asked Questions

Can I combine county assistance with the Maryland Mortgage Program?

Sometimes. County assistance has its own approved lender, lien and program-combination rules. Confirm that the specific first mortgage and second loan can be layered before making an offer.

Does MMP require a first-time buyer?

The 1st Time Advantage products generally require first-time buyer status or a recognized exception. Some MMP Flex products can serve repeat buyers. MMP also has veteran and targeted-area exceptions with specific documents.

Is 5% down payment assistance a grant?

Not necessarily. MMP 1st Time Advantage 5% assistance is generally a zero-interest deferred second lien that becomes payable when the first mortgage terminates.

Can a veteran qualify for MMP if they owned a home before?

Potentially. MMP recognizes an honorably discharged veteran exception when the borrower has not previously used the exemption and supplies the required documentation.

What is the best way to find local help in Maryland?

Start with the property county and household income. Compare the state MMP products and the official county housing agency rules, including whether funds are currently available.
